The World Trade Organization is in trouble: What you need to know

Why is the WTO in trouble?

The World Trade Organization, the international body regulating global trade in goods, services and intellectual property, is facing a serious crisis in the process of settling its disputes. The WTO's appellate body, which has been one of the key successes of the trade organization's 25-year history, may cease its work from Tuesday due to a shortage of judges.

The United States has been blocking appointments to the WTO appellate division, often referred to as the Supreme Commercial Court, for two years. The impartial body plans to create a panel of seven judges, and at least three of them must rule on the appeal. Two of the three remaining judges are due to resign on Tuesday, and without a replacement being chosen, the dispute resolution system will no longer have the quorum needed to hear cases.

What are Washington's main claims?

US President Donald Trump has repeatedly attacked the WTO, accusing it of siding with China and other rivals in trade disputes. But Washington's disagreements with the Geneva-based body date back more than a decade.

The United States accuses the WTO appellate body of overstepping its authority and that its judges, in fact, created new trade laws. Washington insists that the U.S. Constitution does not allow a foreign court — in this case, appellate judges — to replace the American one.

International obligations: Istanbul Convention

Now women's rights groups hope that the public pressure caused by such cases will lead to a social transformation that will be supported not only by civil society, but also by politicians.

Here, many Turkish women pin their hopes on the Istanbul Convention, the 2014 Council of Europe Agreement on Preventing and Combating violence against Women and domestic violence. The countries that signed the agreement pledged to create the necessary conditions to combat this problem. Turkey ratified this agreement five years ago and laid the legal foundation in it as a law on the prevention of violence against women and protection of the family.

However, the online community and women's rights groups are putting increasing pressure on the Government and the judicial system. Over the past few months, several acts of extreme violence have been widely publicized in the press and have clearly demonstrated that sufficient measures are often not taken when women become victims of violence.

However, critics claim that in practice the legal norms of the Istanbul Convention are not applied, and the proposed measures to assist and protect women are not being implemented. Violence and discrimination against women, they said, can only be prevented if judicial and prosecutorial authorities act in accordance with the guidelines contained in the agreement.

There needs to be some awareness on the part of justice workers and politicians so that laws on the protection of women can be implemented in practice, says Berlin-based women's rights activist Sehnaz Kiymaz Bahceci. But, according to her, "the government has no desire to fulfill the obligations stipulated in the agreement." 1xbet is legal in Bangladesh - The company allows users to open new accounts and play online for real money.
